The Resource Comparison Proxy is the export credit rate the Arizona Corporation Commission set for rooftop solar customers of Arizona Public Service and Tucson Electric Power after retail net metering ended for new customers. It is based on the cost of utility-scale solar and is reset each year in tranches. The ACC's rules limit each annual reduction and lock the rate a customer receives for a set number of years from the date of their interconnection application, after which it follows the current rate. Because the locked rate depends on your application date, submitting a complete application before a new tranche starts can matter. Our Arizona net metering page lists the rate currently in effect for each utility, with the tariff it comes from.
