State rules that apply
- What the rule says: “Beginning Jan. 1, 2025, any new residential net energy metering customers would receive a credit rate of about 9 cents”[1]
What it means for sizing and batteries
When exports earn close to the retail price, sizing the system to cover your yearly use is usually the best value, and a battery is mainly for backup rather than savings.
The calculator uses the statewide rule until we add utility rates. See what solar costs in West Virginia.
FAQ
Frequently asked questions
Does West Virginia have net metering?
State law (W. Va. Code 24-2F-8) requires net metering, but export credit terms are set utility by utility in PSC rate cases. For Mon Power/Potomac Edison (FirstEnergy), a PSC-approved 2024 settlement gives new residential customers from January 1, 2025 an export credit of about 9 cents/kWh instead of the retail rate, while existing customers keep retail-rate offsets for 25 years; Appalachian Power/Wheeling Power proposed similar cuts in 2024-2025. Appalachian Power customers: a Public Service Commission order in case 24-0854-E-42T (August 2025) is reported to end retail-rate credits for new customers; we have not yet read the order itself, so check Appalachian Power's current tariff.
