Hempstead (Town of Hempstead, Long Island) solar at a glance

How PSEG Long Island (operator for the Long Island Power Authority) treats solar
PSEG Long Island (operator for the Long Island Power Authority): LIPA net metering for Mass Market projects (post-2018) with Customer Benefit Contribution
For Mass Market projects interconnected on or after Jan 1, 2018, net exports are credited to the next bill at the same per-kWh rate charged to non-solar customers in that service class. TOU peak and off-peak credits are tracked separately. Credits are removed at the end of the billing period containing the 20th anniversary of the in-service date. Projects interconnected on or after Jan 1, 2022 pay the CBC, which LIPA bills as a daily charge. Export rates are locked for 20 years from interconnection.
- Residential service charge: $0.56 per day (about $17.03/month), Rate Codes 180/194/195, effective January 1, 2026[4]
- CBC applies to 2022+ systems: Mass Market projects interconnected on or after Jan 1, 2022 pay the Customer Benefit Contribution[4]
- Battery incentive: NYSERDA Long Island Single-Family Residential Storage Incentive, Block 2: $250/kWh, $309,510 of $5.7M remaining on 2026-11-05[5]
Permits and local programs in Hempstead (Town of Hempstead, Long Island)
- Permitting: Town of Hempstead residential solar permits use the standardized Long Island 'fast track' solar permit application[6]
- Permit fee: The permit fee for residential solar or a powerwall is based on estimated construction cost, with no fee cap (amended by L.L. No. 20-2024, effective 4-2-2024)[6]
- Property tax exemption: Nassau County and the Town of Hempstead are not on the RPTL 487 opt-out list. In Nassau, the listed opt-outs are the City of Long Beach and the Island Park and Oceanside school districts.[7]
